Action IEC started first as a set of collaborative projects with people from a number of origins and orientations.

This brings in a variety of set of values to the association. Its main orientations are film production for social benefit.

Using the media of video, a small group of people naturally evolved to form an association. It was officially inaugurated in 1998, although its members had been active since 1995 as a group and since much earlier even, as individuals. From the start, the NGO adopted a holistic media approach to deal with the needs of the country. At the time, everything still had to be done. There was an urgency and we felt it. Action was therefore our first incentive.

The name Action IEC stands for Active deployement of media, Information, Education and Communication or IEC.

Gradually, we worked with large international NGOs such as FHI. With core funding, suddenly, the NGO took a large scale and started targetting large yet focused and populations. The first urgent needs were to develop nation-wide outreach strategies.

Targets included in particular the uniformed services, the sex industry, and people affected by HIV/AIDS. In the process, hand in hand with FHI, the NGO developed high capacities in focused media research, media development, production and distribution.Most of these approaches can be found translated into operational development tools of high quality from FHI International. They are made available in our documentation library.

Beyond this, the NGO also developed consulting services and. By this stage, since 2003, some members of Action IEC found themselves consulting for a national television program led by UNDP and TVK. This activity was branded a media revolution in electoral broadcasting.

It set the stage for a range of other consultancies and development of media in Cambodia. Some of the key members of the NGO helped to launch and administrate the first years of a private company called MC&D. This company was the first to launch e-news services and established rapidly as one of the largest media companies in its first years. In the same spirit as Action IEC, it provided the equivalent of a full service production house, only more oriented to news.

Acting initially as the shadow video production arm of MC&D, Action IEC found added service value provision in this structure by developing targetd small size campaigns and extended into national mobile show distribution.
